Free shipping is a very good shipping option in OpenCart but it gives you the opportunity to either choose all the zones or choose a certain zone for free shipping.
With this contribution you can have up to 5 different free shipping methods (including the stock one).
No need to alter core files. No files will be overwritten.
It is compatible with 1.5.1.3, 1.5.2, 1.5.2.1, 1.5.3.x, 1.5.4.x and 1.5.5.x
